25 year old James Howard walked into the Bait and Guns store owned by John Downs and asked to buy a gun. Howard passed a background check, but Downs refused to sell him a rifle. Downs stated that he "had a really bad feeling about this" and "just couldn't sell [Howard] the gun". According to Athens news, Downs said that Howard exhibited erratic behavior and made "suspicious statements".
