After police receive information about Chanthabouly, one officer spots him on a street corner near the school, finds the pistol in his pocket and arrests him. Chanthabouly tells the officer that he wants to become a police officer. According to his psychiatrist, he was a “high risk individual for violence to himself or others”. She observes that Foss high school did not properly address his mental illness, and treated him as if he only suffered from a learning disability. According to her, he should not have been mainstreamed.
